Cost Planning

  • Prepare accurate and detailed cost estimates and budgets for all phases of construction projects.
  • Develop cost plans that identify and mitigate potential cost risks, providing value-driven recommendations to optimize project budgets.
  • Track budget inefficiencies and deviations due to design upgrades, site conditions, business-related decisions, and implementation challenges.

Tendering

  • Develop contract packaging and procurement strategies in coordination with Procurement and Construction Management teams.
  • Prepare and compile bidding documents and forms.
  • Provide early cost advisory on expected tender returns.
  • Evaluate bid completeness and cost efficiency.
  • Provide negotiation points to the Procurement Department.

Contract Administration

  • Ensure awarded contracts are complete, fully signed, and duly executed.
  • Provide contract support and dispute resolution during the execution stage.

Cost Management and Controls

  • Implement an effective cost claims and variation orders evaluation system.
  • Evaluate progress claims and process payments.
  • Monitor cash flow, disbursements, and contract accomplishment percentages.

Project Close-Out

  • Issue statements of final accounts.
  • Monitor warranty and defects liability period claims.
  • Conduct cost close-out and post-mortem analysis.

Risk Management

  • Ensure effective risk mitigation through comprehensive bonds and insurance management.
  • Oversee all aspects of bonds and insurance procurement, ensuring compliance with relevant regulations.

Qualifications

Technical Skills:

  • Proficiency in cost estimating software (e.g., Bluebeam).
  • Strong understanding of construction methods, materials, and processes.
  • Proficiency in Microsoft Office Suite.

Soft Skills:

  • Excellent analytical and problem-solving abilities.
  • Strong attention to detail and accuracy.
  • Effective oral and written communication skills.
  • Team leadership and collaboration skills.

Career Level

Minimum of 3 to 5 years of experience in construction cost management, cost engineering, or quantity surveying. Experience in pre- and post-contract duties within construction, quantity surveying, or real estate development.

Education

Bachelor’s degree in Civil Engineering or a related field.
